The Central Bank of Russia has proposed amendments to the unified method used by insurers to calculate repair costs for compulsory motor third-party liability insurance (CMTPLI) claims, aiming to better reflect current market conditions. The Bank expects the changes to increase the average CMTPLI payment by 9%. Under the proposal, the average price of a spare part would no longer take into account prices of similar aftermarket components that are 70% cheaper than the original part, compared with the current 80% threshold. The average cost of auto consumables would be calculated based on market prices without applying discounts, and repair cost calculations would include single-use items such as seals and adhesives in full, rather than being capped at no more than 2% of the price of replacement parts.
