Bolivia's Ministry of Finance outlined a draft law submitted by President Luis Arce to the Plurinational Legislative Assembly aimed at providing temporary relief to two groups of borrowers while avoiding disruption to financial system stability. The proposal would suspend for six months financial enforcement actions affecting families with social-interest housing loans, many of whom are already facing proceedings that could lead to loss of their homes. It would also grant a six-month deferral of debt payments for micro economic units and small borrowers of “medium capacity” experiencing repayment difficulties. The minister clarified that the measure would not amount to debt forgiveness or an intervention in contracts between borrowers and financial institutions, and described it as time-bound and targeted. The draft law is now with the Plurinational Legislative Assembly for consideration.
