The Ministry of Finance (Turkmenistan) published an address by President Serdar Berdimuhamedov to participants of the economic forum held as part of United Nations Special Programme for the Economies of Central Asia (SPECA) Week in Ashgabat, setting out Turkmenistan’s priorities for regional cooperation and the forum’s intended work programme. The address highlighted member state support for widening SPECA’s agenda to projects on e-commerce, digitalisation, “green” development, energy interconnection in the Caspian region and beyond, and transport connectivity across the Eurasian region. It noted that, as SPECA chair in 2025, Turkmenistan proposed measures aimed at creating an effective regional market for goods, services, investments and innovations, and referenced United Nations General Assembly resolutions on energy sustainability and sustainable transport as a foundation for developing new international legal instruments in the transport sector. It also proposed directing the SPECA Working Group on water and energy resources and the environment towards areas related to energy, and framed the forum as a venue to review implementation of SPECA strategic documents and discuss the SPECA Development Concept through 2030. The forum is positioned to develop strategies and action plans for implementation across the highlighted cooperation areas.
