The Italian Institute for Insurance Supervision (IVASS) published a statistical bulletin on general civil liability insurance, including a detailed analysis of healthcare liability, setting out key 2023 indicators on premiums, concentration and claims experience. For general liability, IVASS-supervised insurers wrote EUR 4,018m of premiums (10.6% of total non-life premiums), up 7.1% year on year, with 67.1% of premiums concentrated in the top ten undertakings (47.5% in the top five). Average claim cost increased to EUR 7,065 (+4.1% versus 2022) and the pure premium rose to EUR 89 (+5.5%); the technical account result net of reinsurance reached EUR 1,133m (+17%), mainly reflecting investment gains at their highest level since 2018. In healthcare liability, total premiums in Italy were EUR 706m (+7.4%), with EUR 566m written by IVASS-supervised undertakings (14.1% of general liability premiums), and the market remained highly concentrated (top ten 94.1%, top five 80.7%); the bulletin also highlights extensive self-retention by public healthcare facilities and reports average claim costs of EUR 52,000 to EUR 64,000 for claim cohorts more than three years old.
