The Bank of Cape Verde reported that Governor Óscar Santos and adviser Jéssica Sousa participated in the Africa Financial Summit (AFIS) held in Casablanca, Morocco on 3–4 November 2025, alongside regulators, public decision-makers and African financial sector leaders. Discussions focused on global economic challenges and building a sustainable African financial sector, with attention to inflation, liquidity pressures and financing constraints for small and medium-sized enterprises (SMEs). The agenda covered mobilisation of domestic capital for development, Africa’s financial sovereignty, and accelerating financial inclusion through technology such as fintech and artificial intelligence, as well as new financing models. Further themes included public-private partnerships for infrastructure, the transition to green finance, SME financing and policy reforms to support economic growth. Governor Santos also joined the panel on financing African ownership in oil, gas and mining, where he highlighted Cape Verde’s limited natural resources and reliance on tourism, and pointed to the country’s renewable energy targets, regulatory capacity, stable and liberalised economy, and fixed parity with the euro.
