The notice explains that changes to the UN Consolidated List are automatically effective in the UK under the Afghanistan (Sanctions) (EU Exit) Regulations 2020 and are given effect in Guernsey under the Sanctions (Implementation of UK Regimes) (Bailiwick of Guernsey) (Brexit) Regulations 2020 made under the Sanctions (Bailiwick of Guernsey) Law 2018; it also reiterates prohibitions on making funds or economic resources available to designated persons and related owned or controlled entities (absent a permitted derogation or licence). Where an affected relationship is identified, Handbook Rule 12.37 requires firms to report to the Commission, including at least the relevant customer or transaction details and the nature and value of the relationship or occasional transaction, as soon as reasonably practicable after meeting statutory reporting requirements to the Policy and Resources Committee.
