Greece's Ministry of National Economy and Finance announced in parliament that it has tabled an amendment, to be incorporated into the draft National Customs Code bill, to reduce fees charged by banks and ATM operators for cash withdrawals and other basic services. The package would abolish the existing EUR 1.50–2.00 commission for customers withdrawing cash at ATMs of other DIAS-member banks and remove charges for withdrawals at an ATM operator in which the customer’s bank has an equity link. For other ATM transactions, including those involving non-DIAS banks or third-party ATM operators, the amendment would introduce a EUR 1.50 cap, where fees can currently reach or exceed EUR 5. It would also make withdrawals free in municipal communities with only one available ATM regardless of ownership, abolish balance inquiry fees at all ATMs, and apply to ATM operators the same framework as banks for incoming and outgoing remittances, including a EUR 0.50 fee cap. The amendment also codifies a zero fee for withdrawals at the bank where the customer holds their account. The amendment is scheduled for a plenary vote on 24 July 2025.
