State Bank of Vietnam Governor Nguyen Thi Hong participated in a government conference chaired by Prime Minister Pham Minh Chinh on “breakthrough” measures for social housing, as the Government prepares a new long-term, nationwide resolution intended to remove legal and administrative bottlenecks and accelerate project delivery. Discussions on the draft resolution focused on transparent criteria and procedures for assigning developers as social housing project investors, stronger decentralisation to local authorities, and tighter post-audit controls on beneficiary eligibility using integrated, interoperable national data. The Prime Minister called for cutting at least 50% of administrative procedures and placing social housing projects in a “green lane” or priority track, with an aim for project implementation periods of 2–3 years; financing channels referenced included diversified sources such as bank credit, state funding via the Vietnam Bank for Social Policies, housing development funds and bond issuance. Progress against the 2021–2030 plan for at least one million social housing units was also reviewed, including 696 projects (over 637,000 units) underway nationwide and more than 50,000 units completed in the first nine months of 2025, with over 89,000 units projected by end-2025 against a 2025 target of more than 100,000 units. The Ministry of Construction was instructed to finalise the draft and submit it to the Government for issuance within five days, under the direction of Deputy Prime Minister Tran Hong Ha.
