The Office of the Superintendent of Financial Institutions has launched a Streamlined Approvals Framework for targeted new entrants to the federal financial system. The framework is aimed at eligible applicants, including entities with innovative or emerging banking models and credit unions, and is intended to provide a quicker and more predictable route to becoming federally regulated financial institutions. It introduces a more focused, risk-based assessment while keeping all applications subject to legislated and regulatory threshold criteria. Under the framework, applicants move through three defined phases, starting with an early readiness assessment and continuing through ministerial approval to commencement of operations. The readiness assessment is a structured, time-bound pre-application stage designed to determine whether an applicant is well positioned for the streamlined path. Defined timelines and a public dashboard are intended to improve visibility into application status, while applicants that are not suited to the framework will be directed to OSFI’s existing approvals guides and processes. OSFI linked the changes to broader federal policy direction, including Budget 2025 measures aimed at making it easier for credit unions to enter the federal system.
