The National Bank of Ukraine signed the Human Capital Resilience (HCR) Charter at the Ukraine Recovery Conference 2025 in Rome, alongside the Ministry of Economy of Ukraine, the Ministry of Veterans Affairs of Ukraine and major businesses. The Charter is intended to help employers adopt responsible and inclusive human resources practices that support employees affected by the war, including veterans and displaced workers, and the NBU framed its participation as part of work with the financial sector to expand inclusive access to financial services and support veterans’ socioeconomic reintegration. Developed by the Ministry of Economy in partnership with the NBU and the Ministry of Veterans Affairs, and supported by the European Bank for Reconstruction and Development, the Folke Bernadotte Academy and Korn Ferry, the HCR Charter sets nine principles and five focus areas spanning veteran employment, reintegration of displaced persons, flexible HR management, diversity and long-term workforce sustainability. Signatories including Metinvest Group, PrivatBank, DTEK and Naftogaz of Ukraine commit to embed the Charter’s principles in HR strategies, adapt workflows to employees’ needs, harmonise internal policies and share experience, with the state supporting related HR development and workplace modernisation; more than 100 Ukrainian companies were reported as ready to sign.
