The Agency for Regulation and Development of the Financial Market of the Republic of Kazakhstan published an explainer on the repayment deferral available on microcredits and bank loans for citizens performing compulsory military service, under which payments are deferred for the full period of service and for 60 days after demobilisation without accruing interest, penalties or late fees. As of November 2025, 19,200 of 21,900 conscripted borrowers had received a deferral, covering a total of KZT 8.5bn. The deferral is granted without an application: the Ministry of Defence transmits conscription data to the credit bureau and then to banks and microfinance organisations (MFIs), which must provide the deferral within 15 calendar days of receiving the notification. Notification can be provided in writing and/or online without in-person visits or signing additional agreements, and the measure applies to both principal and interest (remuneration); penalties and collection measures are prohibited during the deferral period, and early removal from the military unit list preserves the deferral for a further 60 days. A borrower can opt out by submitting a written request within 14 calendar days of the bank receiving the notification, in which case the creditor cancels the deferral. Deferrals are not provided where a court decision has been issued, an amicable settlement has been concluded, or an executory inscription has been formalised; if a deferral is not received automatically, the servicemember can apply in writing to the financial institution and, if unresolved, escalate to the bank or microfinance ombudsman and the Agency.
