She argued the ruling failed to hold administration officials accountable but noted the panel decision would not yet take effect under the court’s rules while plaintiffs have an opportunity to seek review by the full D.C. Circuit. Warren cited Judge Pillard’s dissent, describing the evidence against administration officials as “damning,” and accused the majority of relying on technicalities.
