The Uganda Insurance Regulatory Authority has issued a directive clarifying that the designation “Principal Officer” under Uganda’s insurance regulatory framework refers to the Chief Executive Officer and requiring licensed entities to use the “Chief Executive Officer (CEO)” title when referring to the person appointed as Principal Officer. The directive points to Regulation 18(1) of the Insurance (Licensing and Governance) Regulations, 2020 for insurers, reinsurers, HMOs and microinsurers, and to Regulation 16 of the Insurance (Intermediaries) Regulations, 2021 for insurance brokers and third-party administrators, confirming that “Principal Officer” means “CEO” in both contexts. It specifies that insurance agents and bancassurance agents are regulated separately and are not subject to this interpretation, and requires affected licensees to update organisational charts, statutory filings, internal governance documents and official communications accordingly.
