The Ministry of National Economy and Finance (Greece), through the General Secretariat for the Financial Sector and Private Debt Management, has launched an electronic platform to issue a “Certificate of classification of borrowers with performing debts in Swiss francs” for borrowers with performing or regulated and performing CHF loans who want to convert them into EUR under Law 5264/2025. The certificate places borrowers into one of three categories that determines the conversion terms available. Category 1 provides a 50% improved conversion rate versus the current EUR-CHF exchange rate and a fixed interest rate of 2.3% plus the levy under Law 128/1975 for the remaining term. Category 2 offers a 30% improved conversion rate and a fixed rate of 2.5%, while Category 3 offers a 20% improved conversion rate and a fixed rate of 2.7%, in each case plus the same levy. Classification is based on household composition, income, real estate and deposit limits set out in the ministry’s tables. Borrowers not classified into Categories 1 to 3 fall into Category 4 and receive a 15% improved conversion rate and a fixed interest rate of 2.9% without needing a classification certificate. Borrowers with a disability rate of at least 67% are automatically included in Category 1 without income and property checks, and this provision is extended to debtors of people with disabilities and applies to all creditors, including credit management companies other than banks. Applications for the classification certificate are submitted exclusively online using personal Taxisnet credentials, with a submission deadline of August 19, 2026. The platform issues the certificate to the borrower and notifies the creditor, after which the borrower submits the certificate to the creditor alongside a formal request to convert the loan into EUR. The ministry also announced user support via the myEGDIXlive service and published a Q&A guide on the Swiss franc debt settlement framework.
