BCFSA’s investigation found Patel facilitated the sale of approximately 18 units and Flora approximately nine units, despite neither being licensed to provide real estate services in British Columbia. Patel must pay a CAD 10,000 penalty and CAD 10,000 in investigation costs, and his company, 1074936 BC Ltd., must pay a CAD 20,000 penalty; BCFSA noted these amounts reflect the maximum penalties available under the legislation in force during the period of Patel’s misconduct. Flora must pay a CAD 70,000 penalty. The enforcement action sits alongside allegations that Chandler marketed units for resale that had already been purchased by other buyers, prompting a cease marketing order in 2017, a notice of hearing in 2019, and a report to the Royal Canadian Mounted Police. Following Chandler’s return to Canada on February 14, 2025, BCFSA served an amended notice of hearing and scheduled proceedings for September 15–26, 2025. Two licensed real estate agents have also been found liable for misconduct related to the development, with sanction decisions pending publication.
