The Brazilian Superintendence of Private Insurance (SUSEP) participated in an OCB System seminar on insurance cooperativism and used the forum to discuss the implications of Complementary Law No. 213/2025 and SUSEP’s intended approach to regulating the new segment. The seminar was framed around recent legal changes, with Complementary Law No. 213/2025 described as expanding the scope for insurance cooperatives and setting clearer rules to support their participation in the insurance market. SUSEP Superintendent Alessandro Octaviani linked the discussion to the role of insurance in the 2024 Rio Grande do Sul floods and highlighted Brazil’s protection gap, while signalling that SUSEP will prioritise technical rigour and dialogue in developing the implementing framework. Director Carlos Queiroz presented the main changes in Complementary Law No. 213/2025 and its interaction with Law No. 15,040/2024 on insurance contracts, and outlined an implementation process involving a working group, engagement with stakeholders, a public consultation and subsequent approval of new regulatory instruments; he also noted SUSEP’s 2025 presidency of the Brazilian Financial Education Forum and the intention to reflect the new legal framework in financial education work.
