The Central Bank of Slovenia has decided, following its annual analysis, not to change the maximum fees banks may charge consumers for providing a basic payment account. The monthly cap remains EUR 4.90, or EUR 1.47 for consumers eligible for cash social assistance and the social security supplement, unchanged since 1 June 2020. A basic payment account is a special bank or savings bank account designed to provide access to commonly used payment services for people who do not hold a current account in Slovenia, and consumers may request one at any bank or savings bank. To improve public awareness, the National Payments Council has produced a leaflet titled Nobody without a payment account, distributed via various contact points including social work centres, financial administration offices, information points for foreign nationals, and NGOs. The new Payment Services, Electronic Money Issuance Services and Payment Systems Act (ZPlaSSIED) requires banks and savings banks to communicate more actively about the right to a basic payment account and to report reasons for refusing applications, with the Central Bank of Slovenia monitoring compliance through its supervisory activities.

Central Bank of Slovenia keeps basic payment account fee caps unchanged at EUR 4.90 and EUR 1.47 per month
The Central Bank of Slovenia has kept the maximum fees for basic payment accounts at EUR 4.90 per month, or EUR 1.47 for social assistance recipients, unchanged since June 2020. The National Payments Council launched a leaflet to raise awareness about the right to a basic payment account. Under the new Payment Services Act, banks must actively communicate this right and report application refusals, with compliance monitored by the Central Bank.
