The Commodity Futures Trading Commission announced that former federal prosecutor David I. Miller will serve as the agency’s director of enforcement. Chairman Michael S. Selig framed the appointment as a shift toward keeping the Enforcement Division focused on policing fraud, abuse, and manipulation rather than setting policy. Acting director Paul Hayeck, who has served in the role since June 2025, will remain in the Enforcement Division as chief of the Complex Fraud Task Force. Miller joins from private practice, where he was a litigation partner at Greenberg Traurig and Morgan Lewis, and has represented clients before the CFTC, Securities and Exchange Commission, Department of Justice, state attorneys general and self-regulatory organizations. His prior government service includes five years as an assistant U.S. attorney in the Southern District of New York, including work on the Securities and Commodities Fraud Task Force alongside CFTC enforcement staff, as well as roles at the Department of Justice, the Eastern District of Virginia and the Central Intelligence Agency.
