The National Securities and Stock Market Commission of Ukraine and the Ukrainian Chamber of Commerce and Industry signed a cooperation memorandum on Sept. 18 to help companies understand and use capital market instruments for financing. The agreement formalizes their earlier plans to reduce barriers and moves the initiative toward direct work with prospective issuers, combining the chamber’s network of about 8,000 member companies with the commission’s regulatory expertise. Planned practical meetings will explain how companies can issue corporate bonds, including the required stages, timing, costs and interaction with market professionals and investors. The chamber will also gather company cases and proposals on regulatory procedures and access barriers, allowing the commission to assess further deregulation and rule changes. Work on new instruments will be accompanied by efforts to protect investor rights, strengthen enforcement and prevent securities from being used in questionable transactions.
