The European Central Bank, on behalf of the Eurosystem, has launched a public consultation on the Appia project, seeking feedback on the approach set out in the Appia roadmap and inviting stakeholders to signal interest in contributing to upcoming analytical and practical work. Responses will be used to inform further work and the development of the Appia blueprint. The consultation is split into two parts. Part 1 collects comments on specific roadmap chapters, including the high-level principles for Appia, the concept of a network layer as a shared utility for a tokenised financial ecosystem, ways to ensure Europe’s strategic autonomy, the role of standardisation and public institutions, and options for enabling central bank money settlement across one network or a limited number of selected networks, including models where the Eurosystem provides core services on networks it operates or under shared governance. Part 1 responses are planned to be published with the respondent’s name (unless an opt-out is requested). Part 2 allows respondents to submit confidential proposals to actively contribute, including proposals linked to Appia building blocks 1 through 6. Responses must be submitted via a dedicated online survey by 22:00 CET on 22 April 2026.
