The new designations target ZSERVERS, described as a Russia-based “bulletproof hosting” provider and a key enabler of the cybercrime ecosystem, alongside six associated individuals (Vladimir Vladimirovich ANANEV, Aleksandr Sergeyevich BOLSHAKOV, Dmitry Konstantinovich BOLSHAKOV, Aleksandr Igorevich MISHIN, Igor Vladimirovich ODINTSOV, and Ilya Vladimirovich SIDOROV) and its UK front company, XHOST Internet Solutions LP. The notice reiterates that the Cyber (Sanctions) (EU Exit) Regulations 2020 have effect in the Isle of Man via the Sanctions (Implementation of UK Sanctions) Regulations 2024, which impose financial and immigration sanctions. Firms that identify a match and hold or deal with funds or economic resources of a designated person must freeze assets immediately, avoid making assets available unless an exemption or licence applies, and report frozen assets and suspected breaches (including blocked attempted transactions) to the Financial Intelligence Unit. The Treasury also notes that screening should consider whether an entity is owned or controlled, directly or indirectly, by a person on the UK sanctions list.
