The European Banking Authority has published a decision partially deleting sections of its Guidelines on connected clients after Commission Delegated Regulation (EU) 2024/1728 entered into force. Because that delegated regulation now directly sets binding regulatory technical standards on when institutions must identify groups of connected clients, the EBA has removed guidance that is no longer needed, to keep the framework used by credit institutions clear, consistent and aligned across the EU. The delegated regulation, developed by the EBA, covers the circumstances in which institutions must identify groups of connected clients. A consolidated version of the Guidelines reflecting the deletions has also been published. The original 2017 Guidelines supported assessments involving control relationships, economic dependency, and cases combining control and economic dependency.
