The European Commission has informed the three European Supervisory Authorities and the Anti‑Money Laundering Authority (AMLA) that it plans to deprioritise 115 non-essential Level 2 acts under its simplification agenda, and will not adopt them before 1 October 2027. Level 2 regulatory and implementing standards supplement or specify Level 1 EU Regulations and Directives, and the last legislature empowered the Commission to adopt around 430 such measures. The Commission argues that a high volume of Level 2 acts can increase compliance costs and regulatory complexity and require significant resources for scrutiny. Where Level 1 empowerments contain legal deadlines, it plans to propose amending or repealing those empowerments during upcoming revisions of the relevant Level 1 acts, in consultation with EU co-legislators.
