The Central Bank of Mexico and the National Banking and Securities Commission have opened a public consultation on draft general rules for networks supporting card-based payment services, aiming to expand card acceptance in Mexico by reducing transaction costs and improving conditions for cardholders and merchants. The proposal would introduce conditions intended to support growth in card payments, require a reduction in the costs of accepting card payments to incentivise more merchants to take cards, and set State-defined operating rules between networks aligned with International Organization for Standardization standards. Entities offering card payment services would be required to follow these rules so users can make and receive payments regardless of the network used, and so that these operating rules are not determined unilaterally by private entities. Comments on the draft can be submitted via the electronic portal of the Agency for Digital Transformation and Telecommunications.
