The Central Bank of Mexico and the National Banking and Securities Commission have opened a public consultation on revised general rules for payment instrument networks. Building on feedback from their October 2025 consultation, the proposal seeks to expand card acceptance and improve payment efficiency by updating the framework for card networks and their participants. The draft centers on gradually reducing interchange fees to lower card-processing costs for merchants and strengthening interoperability requirements so every point-of-sale terminal accepts all cards, regardless of the issuer, acquirer or networks involved. The measures are intended to support competition and innovation and encourage wider acceptance of noncash payments.
