China's National Financial Regulatory Administration issued a notice adjusting the supervisory level for certain administrative licensing and reporting matters, enabling provincial-level financial regulatory bureaus to delegate defined items to their financial regulatory sub-bureaus. Subject to local conditions and an assessment that sub-bureaus can take on and manage the tasks, the delegation may cover two licensing items: changes to the names of domestic-funded commercial bank branches within the jurisdiction, and changes to the business premises of insurance company branches. It may also cover four categories of reporting matters involving certain changes and personnel appointments for domestic-funded commercial banks, rural small and medium-sized banks, insurance company branches, and insurance institutions acting as part-time agents. Where sub-bureaus assume these responsibilities, they will also handle issuance and management of the corresponding licences. The administration will monitor implementation of the delegated powers and make dynamic adjustments, with the stated aim of maintaining service quality and improving the standardisation and effectiveness of market-entry work.
