The International Organization of Securities Commissions (IOSCO) published a final report from its Standards Implementation Monitoring (ISIM) review of IOSCO Regulator Principles 6 and 7, covering systemic risk and regular review of the perimeter of regulation. The Assessment Committee found a high level of implementation across 55 jurisdictions spanning emerging and advanced markets. The report highlights good practices but identifies areas for improvement observed mainly in some emerging markets. Noted gaps include unclear responsibilities, definitions and regulatory processes for systemic risk, insufficient information-sharing frameworks among regulators for systemic risk management, and a lack of formal processes to review whether unregulated products, activities or markets should fall within the regulatory perimeter. IOSCO indicated it will continue to support members where implementation gaps were identified by sharing best practices and providing capacity-building support.
