The Uganda Insurance Regulatory Authority issued a circular granting written approval for a targeted exception to the rule that insurance agents may not act for two or more insurers in the same class of insurance business without the Authority’s approval. The exception is intended to address health insurance distribution constraints and expand public access to health insurance products. Under the approval, agents of insurers that do not offer health insurance products may be licensed to also act for one additional insurer providing health insurance, even though this involves the same class of business. The approval also applies to agents of Health Membership Organisations (HMOs), and is conditional on the additional licence being restricted to health insurance only, continued compliance with all other applicable legal and supervisory requirements, and disclosure of the arrangement with acknowledgement by both principals. The Authority will monitor compliance and may review or withdraw the approval if circumstances require.
