The State Bank of Vietnam convened the first meeting of the banking sector’s steering committee on science and technology development, innovation, digital transformation and “Project 06”, announcing the establishment of the steering committee and its supporting working group and setting implementation priorities for SBV units, credit institutions, foreign bank branches and payment intermediary service providers. The update also recapped progress under the SBV’s sector plan issued under Decision 1364 to implement Politburo Resolution 57 and Government Resolution 03, including work to finalise and submit to the Government a draft decree on a controlled testing mechanism, a 2025 programme to develop 21 SBV circulars, legal measures to remove regulatory bottlenecks, and training focused on payments and digital banking. On Project 06, the SBV highlighted ongoing deployment of population data, chip-based citizen ID and VNeID in banking processes; as of 11 April 2025, more than 108.1 million individual customer information files had been biometrically matched via chip-based ID or VNeID. The Governor directed SBV units to deepen end-to-end digitalisation, strengthen information security, review and amend the legal framework and expand international cooperation, while instructing credit institutions and payment intermediaries to connect data repositories, complete biometric verification for payment account and e-wallet holders (or legal representatives), upgrade technology infrastructure, roll out eligible credit packages supporting firms’ digital investment, and coordinate on cybersecurity and cross-border fraud risks.
