The Central Bank of the Philippines has issued guidelines for non-stock savings and loan associations to submit the Financial Reporting Package for NSSLAs in Extensible Mark-up Language through the Prudential Reporting Innovation and Monitoring Engine. Live submission through PRIME starts with the reference period ending 31 December 2026, after which covered NSSLAs must stop submitting the report by email unless specifically authorized by the central bank for system contingencies or under a separate advisory. Before that cutover, a parallel run will cover the reference periods ending 30 June 2026 and 30 September 2026 through PRIME's Sandbox module, with email remaining the official submission channel during testing. NSSLAs must submit the XML file and a scanned, duly signed Control Prooflist within 30 calendar days after the end of each reference quarter. The XML Schema Definition, Control Prooflist and report template will be available through PRIME under the BSP Relationship Management System, and firms may use either their own XML converter or the central bank's converter facility. Each NSSLA must update its registration and identify up to two authorized officers for PRIME access. Machine-to-machine filing is the target submission mode, subject to coordination with the central bank on connectivity, testing and onboarding, while the PRIME Submission Portal may be used pending full readiness. Existing reporting standards, validation requirements and penalties for reporting violations continue to apply, and the new memorandum supersedes two earlier memoranda from 2019 and 2020.
