The Central Bank of the Philippines has issued guidelines for money service businesses to submit the Financial Reporting Package for MSBs in XML format through the Prudential Reporting Innovation and Monitoring Engine under the BSP Relationship Management System. The requirement covers remittance transfer companies, money changers and foreign exchange dealers, and virtual asset service providers, and applies from the reporting quarter ended 31 December 2025. An observation period runs until 20 November 2026, before live submission starts for the reporting period ending 31 December 2026. During the observation period, covered firms are encouraged to submit quarterly reports for 31 December 2025, 31 March 2026, 30 June 2026 and 30 September 2026 by 31 July, 31 August, 30 September and 30 October 2026 respectively. Live submissions from 31 December 2026 onward must be filed within 15 business days after the end of the reference quarter. Each filing must include the XML report and a signed scanned Control Prooflist in PDF, using the prescribed XML Schema Definition, control prooflist and template guidance available in PRIME. A sandbox is already available for testing, and firms may use either their own XML converter or the BSP converter. Submission is expected through machine-to-machine connectivity, with the PRIME submission portal available as a fallback until further notice. Each MSB must register with the Department of Supervisory Analytics before filing and may designate up to two authorised representatives, one of whom must be the compliance officer, with each representative using a unique email address. Existing BSP reporting standards and sanctions for reporting violations remain in force, and other required MSB reports continue under their current submission arrangements until separate guidance is issued.
