The British Columbia Securities Commission announced that West Vancouver resident Frederick Johnathon Nielsen, formerly known as Frederick John Gilliland, has been charged with fraud, theft and identity fraud under the Criminal Code, as well as offences under British Columbia’s Securities Act, following a criminal investigation by the commission. Nielsen, 73, was released on bail conditions after a hearing in Vancouver Provincial Court on August 26. The charges include one count of fraud over CAD 5,000 against the Government of Canada, one count of theft over CAD 5,000, two counts of committing identity fraud to circumvent a British Columbia Securities Commission order, and four counts of failing to comply with a commission order, relating to alleged conduct in West Vancouver between February 2021 and July 2025. The case resulted from an investigation by the commission’s Criminal Investigations Branch, with assistance from the West Vancouver Police Department in the arrest.
