The Financial Industry Regulatory Authority (FINRA) announced the appointment of Stephen Luparello as a public governor on its Board of Governors. Luparello previously served as Managing Director and General Counsel of Citadel Securities (2017–2022) and as Director of the Securities and Exchange Commission’s Division of Trading and Markets (2014–2017). His earlier roles include a partnership at WilmerHale focused on broker-dealer compliance and enforcement, 16 years at FINRA and its predecessor including as Vice Chairman responsible for examination, enforcement, market regulation, international and disclosure programs, and Chief of Staff to the Commodity Futures Trading Commission Chair (1994–1996). He currently chairs the Options Clearing Corporation’s Board and serves as an independent director on the Board of Bloomberg Swap Execution Facility. FINRA noted that its 22-member Board of Governors has 12 public seats, 10 industry seats and one seat reserved for FINRA’s CEO. Public governors are appointed by the Board from candidates nominated by the Nominating Committee and must have no material business relationship with a broker-dealer or a self-regulatory organization; governors serve three-year terms and may not serve more than two consecutive terms.
