The Financial Action Task Force of Latin America (GAFILAT) ran a “Pre-evaluation” course in Madrid to prepare Spain for its upcoming mutual evaluation under the Financial Action Task Force (FATF) Fifth Round. Held from 4 to 6 November 2025 and led by GAFILAT Executive Secretary Esteban Fullin and Deputy Executive Secretary Juan Cruz Ponce, the training brought together Spanish public-sector authorities with anti-money laundering and counter-terrorist financing (AML/CFT) responsibilities. It covered the evaluation criteria, methodology and phases, including the international standard in force and mechanisms used to follow up on effective implementation of FATF Recommendations, and aimed to strengthen participants’ understanding of the 40 FATF Recommendations and the effectiveness indicators in the new assessment framework. The programme also sought to support Spain in identifying strengths, gaps and improvement priorities ahead of the evaluation, while promoting dialogue and the exchange of experiences and good practices. GAFILAT framed the initiative as part of its longstanding cooperation with Spain, and the course concluded with a collective commitment session in which Spanish authorities reaffirmed their intention to continue strengthening the national AML/CFT system.
