The Philippine Securities and Exchange Commission has launched the Hierarchical and Applicable Relations and Beneficial Ownership Registry (HARBOR), a web-based system for the submission and updating of beneficial ownership (BO) disclosures, and will require covered corporations to file BO information through the registry from 30 January 2026. The move shifts BO reporting out of the annual General Information Sheet (GIS) process and into a dedicated registry integrated with the Commission’s Electronic Filing and Submission Tool (eFAST). HARBOR is positioned to enable secure BO submissions and updates while reducing manual handling and improving data quality for compliance monitoring and regulatory coordination. The SEC has also issued a 2026 version of the GIS that removes the BO disclosure page; companies will no longer need to re-submit the same BO declaration annually unless there are changes, and will instead revalidate previously submitted information. Access to HARBOR requires an active Electronic SEC Universal Registration Environment (eSECURE) account, and BO filings may only be made by active and authorized eFAST filers. The launch is aligned with SEC Memorandum Circular No. 15, Series of 2025 on the Revised Beneficial Ownership Disclosure Rules, and is framed as supporting the Philippines’ Financial Action Task Force commitments following its exit from the grey list in February 2025.
