The Bank of Mauritius issued a communiqué rejecting media claims that it had taken punitive measures against analyst Chidanand Rughoobar because of his status as a trade unionist, and set out the basis and timeline for its actions under its Terms and Conditions of Employment. It has required him to show cause why disciplinary action should not be initiated for allegedly failing to promptly provide the full circumstances of his arrest and provisional charge, and has interdicted him from his functions pending the outcome of a police enquiry. Mr Rughoobar was arrested on 13 July 2025 and appeared before the Weekend Court the same day, before appearing on 14 July 2025 before the District Court of Grand Port where a provisional criminal information of rogue and vagabond was lodged; he was released on bail of MUR 10,000 and warned to appear in court on 4 December 2025. After he informed the Bank on 16 July 2025 of a provisional charge linked to the 13 July incident, the Bank sought fuller details under paragraph 2.2.32, then sought particulars from the Police and the court record; Police information was received on 31 July 2025 and a show-cause letter was issued on 8 August 2025. Following engagement with the Labour Office and a conciliation meeting on 21 August 2025, and after receiving certified court records later that day, the Bank granted a ten-day extension on 25 August 2025 to respond to the show-cause letter and provided controlled access to documents, then decided the same afternoon to interdict Mr Rughoobar with immediate effect under paragraph 2.2.48 pending the police enquiry.
