The Single Resolution Board (SRB) has opened a public consultation on new operational guidance for banks’ communication in resolution, alongside a communication testing supplement to its Operational Guidance for Resolvability Testing for Banks. The package aims to set clearer expectations for timely and accurate bank communications when resolution actions are taken for institutions that are failing or likely to fail. The SRB frames well-coordinated communication as a core operational element of resolution, complementing public-authority messaging and requiring banks to deploy robust and consistent communication strategies for relevant stakeholders in support of the resolution strategy. The proposed guidance builds on and further clarifies the SRB’s Expectations for Banks, while the testing supplement sets out guidance for communication-related resolvability testing. Submissions are due by 12 December 2025, and the SRB plans to meet stakeholders during the consultation period. After reviewing responses, the SRB will finalise the two guidance documents and publish a summary of industry contributions and how they were reflected; once finalised, the communication dimension in the SRB’s Operational Guidance for Banks on Resolvability Self-Assessment may be updated.
