Greece’s Ministry of National Economy and Finance has submitted a legislative amendment to the draft National Customs Code bill to tighten limits on fees for ATM cash withdrawals and other payment services. The changes are set to apply from 11 August 2025 and would make withdrawals from banks’ own ATMs free of charge, eliminate withdrawal fees in municipal communities served by only one ATM regardless of whether it is bank- or third-party-owned, and set a nationwide ceiling of EUR 1.50 per transaction for withdrawals at third-party ATMs in other cases. The amendment revises Article 48 of Law 5167/2024 and applies to payment service providers headquartered or established in Greece, as well as businesses or legal entities that operate ATMs. It also sets zero-fee rules for specified transactions for natural persons, private individuals, sole proprietorships and freelancers, including certain digital payment orders and standing orders (to public bodies, utilities and insurers), balance enquiries at ATMs, and prepaid card loading and unloading via digital channels up to EUR 100 per day; it additionally caps fees for outgoing and incoming credit transfers at EUR 0.50 per transaction (including SEPA and instant credit transfers) for amounts up to EUR 5,000 per day when executed via web, mobile or internet banking. The amendment states that the paragraph setting the zero-fee transactions begins to apply on 11 August 2025.
