State Bank of Vietnam (SBV) Deputy Governor Pham Tien Dung delivered guidance at the Vietnam Banks Association’s fifth annual conference of its seventh term, welcoming the association’s 2024 results and its planned priorities for 2025. The intervention positioned the association as a key channel for policy input and for supporting the implementation of SBV measures on safer online and card payments, including the banking system’s rollout of biometric authentication. In 2024 the association sent more than 30 formal submissions to competent authorities including the National Assembly, the Supreme People’s Court, the Government, the SBV and several ministries to address legal and operational issues faced by member institutions. It also provided feedback on 90 draft legal instruments, including the Law on Credit Institutions, the Land Law, the Housing Law, the Law on Real Estate Business and the Law on Electronic Transactions. For 2025, the association’s programme includes continued participation in banking policy consultations, collecting member difficulties for escalation to authorities, and developing industry conventions for banking activities. The SBV deputy governor highlighted the association’s role in enabling Decision 2345/QD-NHNN on safety and security solutions for online payments and bank card payments to be issued on schedule and implemented effectively from 1 July 2024.
