Samoa’s Ministry of Finance, in partnership with the World Bank, launched two grant-funded projects aimed at advancing national digital connectivity and strengthening financial resilience, with the ministry acting as the executing agency responsible for oversight and coordination. The Samoa Finance Sector Resilience and Development Project is funded by a USD 21 million grant and aims to strengthen financial supervisory systems and improve access to secure digital financial services, including through a modern financial supervisory platform, strengthened electronic payment systems, and a national digital identification system. A separate Digitally Connected and Resilient Samoa Project has a USD 20 million grant to expand broadband infrastructure, improve cybersecurity, and enhance digital government services, including a fiber-optic network across Upolu and Savai'i, public Wi-Fi hotspots in underserved rural areas, and a Government Integrated Data Center, alongside support for regulatory reforms on data privacy, cybersecurity, and digital governance.
