The Insurance Supervision Institute of Mozambique hosted the XXIX Annual Conference of the Association of Lusophone Insurance Supervisors (ASEL) in Maputo on 18 September 2025, convening supervisors and industry participants to discuss local content in oil and gas projects, the implications of climate change for insurance, and the use of artificial intelligence (AI). The event also featured the presentation of a comparative study on insurance distribution across ASEL jurisdictions. On local content, discussions concluded there is a need to consolidate a coherent legal framework that promotes national participation without compromising oil and gas projects, draw on Angola’s experience while adapting it to Mozambique’s context, and encourage national consortia to strengthen cooperation, competitiveness and domestic premium retention. On climate change, participants emphasised that insurers should be at the forefront of adaptation and that effective climate risk management requires coordinated action across public and private sectors and partners. On AI, it was framed as a tool that can increase operational efficiency, while the distribution study found common requirements across jurisdictions including intermediary typologies, professional qualification standards, professional civil liability insurance for premium collection, exclusivity rules for brokers, and share-capital requirements for intermediary registration, alongside limited AI use and widespread challenges in regulating these tools.
