The National Credit Union Administration has published a notice of proposed rulemaking under the ninth round of its Deregulation Project, seeking comments on a proposal to reduce regulatory burden in rules governing credit union chartering and field of membership eligibility. The proposal would amend 12 CFR Part 701, Appendix B to remove the automatic disqualification of associational groups that require the purchase of a product or service as a condition of membership. Instead, such groups would not be automatically denied solely on that basis, allowing a more holistic eligibility evaluation. NCUA expects the change to provide regulatory relief for single associational groups and multiple common bond federal credit unions of all sizes seeking to include associations with a customer-client component.
