The Central Bank of the Republic of Kosovo has launched the “Economy for All” campaign, marking an Awareness Week on access to finance for persons with disabilities. The initiative forms part of the central bank’s financial education activities and is being implemented with the Kosovo Disability Forum and the Kosovo Banking Association, with support from the European Fund for Southeast Europe. At the launch ceremony, the Deputy Governor highlighted financial inclusion as a strategic priority for 2024–2028, alongside consumer protection, financial education and equal access to services. Practical measures cited included the Basic Services Account, which enables citizens to open a bank account free of charge or for a symbolic fee in line with EU Directive 2014/92/EU, and is provided free for vulnerable consumers including persons with disabilities. The central bank also pointed to its financial education platform, including a sign-language education corner with tailored materials, and referenced new regulations on the development, distribution and advertising of banking products and services and on information and transparency in insurance to embed protection of vulnerable consumers in market conduct supervision, including requirements aimed at equal access, clear information and avoidance of discrimination. The central bank noted remaining scope for further development, including adapting educational and informational materials, producing audio-visual guidance, fully aligning digital services with international accessibility standards, and strengthening staff capacity for inclusive communication, alongside continued harmonisation of the regulatory and supervisory framework with European Union standards.
