The Isle of Man Treasury issued a notice publicising amendments to two individual entries under the ISIL (Da’esh) and Al-Qaida United Nations sanctions regime, following an update to the United Nations Security Council sanctions list on 6 October 2025. Both individuals remain designated and subject to an asset freeze, with designations reflected on the UK Sanctions List as applied in the Isle of Man. The amended entries relate to Abd el Kader Mahmoud Mohamed el Sayed (QDi.065) and Aris Sumarsono (QDi.187). The update reiterates that the regime provides for asset-freeze and trade measures, and reminds relevant institutions to freeze assets immediately where a suspected match is identified, avoid dealing with or making assets available without a legal exemption or licence, and report frozen assets and suspected breaches or blocked transactions to the Financial Intelligence Unit, including where a corporate entity is owned or controlled by a listed person.
