The State Bank of Vietnam reported on the third Party Congress of its Information Technology Department for the 2025-2030 term, which reviewed the 2020-2025 period, set the direction for the next five years and elected a new Party Executive Committee and delegates to the State Bank of Vietnam Party Congress. Deputy Governor Pham Tien Dung used the meeting to steer priorities toward delivering the central bank’s digital transformation agenda and strengthening information security. Over the previous term, the department highlighted its role in supporting the Governor to issue a relatively comprehensive set of policy documents on information security for the banking sector, and in maintaining stable operations of information systems at credit institutions and payment intermediaries. The update also pointed to implementation from 1 July 2024 of safety and security solutions for online payments and bank card payments under the Governor’s Decision 2345/QD-NHNN, and to the State Bank of Vietnam’s data conversion of key information systems from 1 March 2025 to support organisational streamlining. Ongoing work included annual IT inspections that identified and required remediation of information security weaknesses at credit institutions, alongside coordination with domestic authorities and selected organisations on digital transformation and security. Looking ahead, the Deputy Governor asked the department to deliver assigned digital transformation, Project 06, administrative reform and public service tasks on time and with quality, and to develop a roadmap to upgrade and replace legacy IT systems, particularly major platforms. The programme also includes planning for IT system and data transition under the government’s administrative unit reorganisation and the move to a two-tier local government model, alongside staff development and cross-unit coordination.
