The Philippine Securities and Exchange Commission published a release noting that former chair Emilio B. Aquino was awarded Blockchain Leader of the Year at the Block Awards 2025, recognising reforms that advanced the adoption of blockchain technology in the SEC’s operations. The award was conferred by the Blockchain Council of the Philippines, which also gave the same recognition to Jocelle Batapa-Sigue. The SEC linked the recognition to its digital transformation work launched in 2021, which moved key services online, including company registration, annual report submissions and payments. It cited four waves of digital initiatives, including the SEC Verification of Electronic Records and Information Trust and Authentication System (VERITAS), which uses blockchain to enable multiple authorised parties to approve and sign corporate documents in real time, and the establishment of the SEC PhiliFintech Innovation Office (PhiliFINNO) in 2021 to oversee emerging fintech technologies. The release also pointed to the SEC Strategic Sandbox for limited-environment pilots and to Memorandum Circular Nos. 4 and 5, Series of 2025, which set the SEC Rules on Crypto-Asset Service Providers and operational guidelines aimed at regulating crypto-asset marketing, issuance and trading, and the registration and operation of crypto-asset service providers.
