The Brazilian Superintendence of Private Insurance has launched Public Consultation No. 09/2025 on a draft resolution to govern DOCS Mercado, the system used to send documents, summons and citations to participants in the markets it supervises. The proposal would replace and consolidate existing rules while expanding the platform’s functionality and the range of entities that can use it. The draft would update and supersede Circular No. 549/2017, which regulates SUSEP notifications in administrative sanctioning proceedings via DOCS Mercado, and Circular No. 626/2021, which covers documents addressed to supervised entities sent through the same system. Under the proposed enhancements, DOCS Mercado would support two-way interaction by enabling SUSEP to receive responses to its communications and allowing respondents to upload files, and it would be opened not only to supervised entities but also to non-supervised parties that participate in or provide services to the supervised markets (such as service providers, claims adjusters, consultants, auditors and intermediaries). The changes are framed as compatible with existing channels, with electronic petitioning remaining the official route for submissions to SUSEP when they are not responses to SUSEP-issued documents, summons or citations, and the agency continuing to use its electronic case management system. The consultation remains open for 30 calendar days from publication of the notice, and SUSEP plans to hold a public webinar to present the main changes and address questions.
