The National Bank of Moldova has begun drafting amendments to three regulations governing nonbank payment service providers in Moldova, covering ownership interests, operations and audits. The ownership and audit amendments would align the regulations with changes made by Law No. 121/2026 to the Law on Payment Services and Electronic Money. The planned operational amendments would revise requirements for the registration and activities of payment agents and for internal control systems. They would also update the accounting information providers must report under Annex 7 of the regulation governing their activities. The announcement initiates the drafting process rather than issuing completed amendments.
