The New Zealand Financial Markets Authority (FMA) issued a public warning about a managed investment scheme offered by Jesse Joseph Vaughan and former New Zealand company Crypto Partners Limited (CPL), saying investments were promoted without a managed investment scheme manager licence and without required disclosure in contravention of the Financial Markets Conduct Act 2013. The FMA said Mr Vaughan, described as the sole director and shareholder of formerly registered CPL, told investors he had applied for a managed investment scheme manager’s licence and that it was under FMA review, but the regulator confirmed neither he nor CPL has ever applied for any market services licence. The FMA said the conduct was contrary to obligations underlying the licensing regime and that investors were likely to have experienced significant detriment, and it encouraged CPL investors who have not received returns or who have been approached to invest to report details to the FMA.
