The Insurance and Private Pension Regulation and Supervision Agency of Türkiye has published a draft set of changes for stakeholder feedback that would revise the insurance arbitration system’s corporate governance and dispute-resolution processes to improve effectiveness and align with international practices. The draft would strengthen mechanisms designed to resolve compensation disagreements amicably between parties before they turn into formal disputes, establish a Disciplinary Board to support effective application of ethics and disciplinary principles in arbitrators’ work, and create an Advisory Board to promote consistent application of the framework and provide guidance to arbitrators. It also introduces additional measures intended to reinforce arbitrators’ independence and impartiality and makes organisational and operational improvements to the Commission operating the arbitration system, which the Agency notes has handled around 3 million insurance disputes with decisions subject to judicial review. The draft has been submitted for stakeholder views, with no consultation deadline or implementation timeline specified.
